Please Hammer hurt him

I am really enjoying having a boss who loves to not only micromanage but throws teams under the boss when things aren’t done the “right” way. What exactly is the right way, well that is unimportant because the “right” way changes depending on what ever mood this person is in. Language is a slippery contentious bloody thing anyway, but when one goes to work it’s nice to have things not be absolute as that implies inflexibility, but remain codified so that there is a guide to the normal work processes.
I really don’t like when someone keeps changing the goal posts that might sound like sour grapes and be slightly unprofessional but the very nature of work requires stability. For example, we agreed to a work flow process years ago because our “new” boss complained that we were contacting his team to much, and by “contacting” he meant calling people who weren’t assigned high priority work incidents because we couldn’t reach the people who were assigned the high priority work incidents. Now after years of doing this we have to change because the big boss had set up a mail filter and the email we had sent to him had been blocked. So because we follow everything by the letter and someone else drops the ball we have to change our process.
It’s frustrating and what can you do, but it should make more sense.
